CRIMINOLOGICAL CONGRESS IN QATAR AND PROBLEMS OF CRIMINOLOGY

Abstract

From 27 to 31 October 2019, the XIX world Congress of the International criminological Society (ISC) was held in Doha (Qatar), which was attended by practitioners of the criminal justice system and scientists from more than 50 countries. The place and time of the Congress, held jointly with the United Nations office on drugs and crime (UNODC), were not chosen by chance. On the one hand, this Congress was held for the first time in its long history in one of the developed countries of the Middle East. In addition, the authorities of Qatar on the eve of the world Cup in 2020 extended visa-free entry to the country for citizens of almost a hundred countries, which made it possible to significantly expand the range of participants (a year ago to get a visa to this country was extremely difficult). On the other hand, the choice of the venue of the Congress was due to the political and legal significance and, accordingly, a kind of tribute to the Doha Declaration of 2015, adopted at the end of the XIII United Nations Congress on crime prevention and criminal justice. As for the timing, it was associated with the 80th anniversary of the formation of the ISC in Rome and the first international Congress held there.
