Individuals Driving Personal Mobility Aids as Subjects and Victims in Criminal Road Accidents
Abstract
The article deals with the peculiarities of criminal-legal evaluation of traffic accidents involving personal mobility devices (PMDs), shows their danger not only to pedestrians, drivers and other traffic participants, but also to their owners. Particular attention is paid to the analysis of people operating personal mobility devices as the subjects of road traffic crimes. Up-to-date statistics of road traffic accidents with their participation is given, analytical reviews with specificity connected with their registration as a certain type of road traffic participant are analyzed. Under the conditions of the significant growth of accidents with the participation of the means of individual mobility equipped with the electric motor, the growing risk of causing harm to the life and health of the citizens during their use the norms of the federal legislation, defining the status of the users of electric scooters and other means of individual mobility that protects both them and other participants of the road, have been created.
