Антикриминальная стратегия государства: противодействие экстремизму.
Часть 2. Методические основы криминолого-криминалистической профилактики экстремизма
Аннотация
Представлена завершающая часть промежуточного этапа научно-исследовательской работы «Антикриминальная стратегия государства: противодействие экстремизму». Отмечен глобальный межгосударственный характер экстремистской преступности. Обращено внимание на международное сотрудничество с дружественными международными силами по вопросам антиэкстремистской профилактики. Рассмотрены понятие и содержание информационной составляющей криминолого-криминалистической профилактики экстремизма. Показано, что информационная составляющая профилактики обеспечивает внедрение позитивной идеологии в общественное сознание.
В структуре такой профилактики также выделены направления: защита потерпевших, виктимологическое, идейно-просветительское, формирование толерантного общественного сознания. Определены этапы криминолого-криминалистической профилактики экстремизма, различающиеся решаемыми задачами, объемом работы и характером осуществляемых мер: начальный (осуществляется следствием, судом, оперативно-розыскными подразделениями, с целью определения наличия экстремистского проявления и его вида), рабочий (производятся антиэкстремистские мероприятия, с адаптивным уточнением профилактических мер) и завершающий (обобщение и анализ результатов, планирование дальнейшей профилактической работы) этапы.
Криминолого-криминалистическая профилактика распределена на уровни общесоциальный (мероприятия, обеспечивающие гармонизацию правоотношений в экономической, политической, идеологической и других сферах), специально-криминологический (предотвращение и пресечение преступлений экстремистской направленности), индивидуальный (предотвращение и пресечение экстремистской деятельности конкретного лица). Выделено молодежное направление криминолого-криминалистической профилактики. Антиэкстремистская профилактики в молодежной среде увязана с идеологическим аспектом. Обосновано предложение задействовать студенческий научный потенциал в исследовании проблем данного направления.
